Orange County vs. San Diego solar installations

Orange County has a population of 3,002,048.  San Diego County is slightly smaller, based on the US census bureau data,  at 2,941,454.

Since the beginning of 2008, however, the California Solar initiative has only registered 89 solar reservations for residential solar in Orange County.  San Diego County, on the other hand, has registered 194 residential solar reservations.  Both counties are relatively the same size but the solar installation business in San Diego is 2.2  times as large.

The San Diego SDGE electricity rates are similar to SCE, the rebates are similar with SDGE being a little lower at $2.20 vs. $2.50. 

San Diego Inland may have more Air Conditioning demand than Orange County which could be part of the equation.  It is possible that Orange County is more Conservative than San Diego.  It is also a fact that SDGE (CCSE) is much easier to work with than SCE and their rebates are paid within 30 days vs. SCE which seems to pay in the 5 to 6 month range.
